"Home Rule" Defined

Home Rule is a term that usually refers to the process and mechanisms of self-government as exercised by municipalities, counties, or other units of local government at the level below that of a federal and state. (WikiPedia)

Under the U.S. Constitution’s 10th Amendment, Powers NOT Delegated to the Federal Government belong to the States (Federalism) or to The People. In this context The People are the inhabitants of Concentric Communities comprised of, but not limited to, Neighborhoods, Hamlets, Villages, Towns and Counties wherein Home Rule is reflected in local culture.

While every community is not completely homogeneous it is likely most inhabitants share the same values resultant of their local common culture regardless of one’s personal background. In this way a Community, your Community, develops a unique character, i.e. culture, of it’s own within the boundaries of the nation and state. An example of Home Rule can be found in your Local School Board or Ordinance.

As a member of a Neighborhood Watch you are advocating for Home Rule, Local Control, Freedom of Choice and Safety for you, your family, and community.
